Where it started
Patrol Box is being built inside Troop 134 in Folsom, California, by its committee chair, rather than by a vendor guessing at what a unit needs.
The problem it started with was simple: parents were logging volunteer hours that employers would match with cash, and almost none of that money was ever claimed.
